Overview
"ACCA" is a giant unified syndicate residing in a kingdom split into 13 autonomous regions. ACCA was formed back when there was threat of a coup d'etat, and has continued to protect the peace for almost one hundred years. Jean Otus, vice-chairman of the inspections department at ACCA headquarters, wanders through the 13 districts, checking to see if there is any foul play afoot. His quiet everyday life slowly gets swallowed up into the world's conspiracies!
1. Jean the Cigarette-Peddler
Dowa kingdom is comprised of thirteen autonomous districts. Their peace is maintained by a single massive organization, ACCA. Deputy Chief Jean Otus of ACCA Headquarters Inspection Department is in charge of conducting ad hoc audits of the thirteen district branches. As he is about to head to Famasu District, however, ACCA's Five Chief Officers announce that the Inspection Department is to be shut down due to its perceived obsolescence in peaceful times...
